Okay, based on the places I have been to, here are my recommendations in terms of decorations, ambience etc..
1. Zouk’s Halloween 2011 presents Rites & Rituals
Date: 29 Oct 2011, 9pm
Price: $28.00-33.00 includes two drinks. Free entry and priority given to those who dress up.
Zouk does have one of the best decorations and ambience but you need to be here EARLY to go in e.g. 9pm The queues are long, it isnt very packed in the club itself and once you are inside, the wait is worth it. Plus, everyone does dress up.
Date: 29 Oct 2011, 9pm onwards
Where: Central fountain…BUT whole of Clarke Quay celebrates anyway!!!

Admission: Free for Central Fountain event but clubs may charge admission.
I went here last year. Honestly, to me Clarke Quay is THE BEST place to go if you’re not keen to queue at Zouk. Everyone is dressed up and I mean EVERYONE. All the bars are decorated and everyone is going crazy taking pictures, scaring other people and dancing the night away.
If you’re not keen on clubbing, walking around Clarke Quay is good enough to get in the spirit (or lack thereof).
3. Royal Labyrinth @ Royal Room (Newbie)
Date: 29 Oct 2011, 10pm onwards
Where:Royal Room, Pan Pacific Singapore, 7 Raffles Blvd. Singapore (Marina Bay)
The Royal Room is a new player in SG’s nightlife scene and this is their first ever Halloween event. Based on their ads, expect an eerie night for all as the plush club turns into a haunted mansion. Free. Might head here later if we club-hop.
